Construction of the evaluation index system for the whole process management of government procurement in public hospitals

Abstract
ObjectiveTo improve the standardization and refinement level of the whole process management of government procurement in public hospitals, and promote high-quality development of hospitals.
MethodsThrough literature analysis and expert interviews, a preliminary evaluation index system for the whole process management of government procurement in public hospitals was constructed based on the " pre event, during event, and post event" logic. The Delphi method was used to screen indicators and evaluate their importance, and the analytic hierarchy process was used to assign indicator weights.
ResultsA management evaluation index system for the entire process of government procurement in public hospitals has been constructed, which included 7 first-level indicators and 38 second-level indicators. The first-level indicators were, in order of weight, the organizational implementation process (0.233), demand management (0.225), internal control management (0.139), result feedback (0.126), institutional mechanism construction (0.113), agency and evaluation experts (0.082), and information management (0.082); The weight of parameter argumentation, determination of procurement needs, and conducting demand surveys in the second-level indicators was relatively high, with values of 0.076, 0.075, and 0.073, respectively.
ConclusionsThe evaluation index system constructed in this study has a certain degree of scientificity, which is helpful for the optimization of government procurement management in public hospitals.
