摘要

临床学习环境评估(clinical learning environment review，CLER)项目，旨在评估住院医师规范化培训基地的临床学习环境状况，以期实现安全、高质量的医疗服务，提高医师执业能力。作者系统地介绍了美国医师培训基地临床学习环境评估(CLER)项目的启动背景、基本情况与研发历程、评估内容与重点、评估流程与开展实施情况等，为国内开展住院医师和专科医师规范化培训、建立完善的基地评估体系，提供有益的借鉴和理论依据。

ABSTRACT

This paper systematically introduced the clinical learning environment review(CLER)from the U. S.in the aspects of background, initiation, progression, priority and procedure of evaluation as well as the status quo of its implementation.Therefore, reference and theoretical evidence will be provided for development of residential training system and fellowship training system as well as improvement for the training site review system in China.

毕业后医学教育认证委员会(Accreditation Council for Graduate Medical Education，ACGME)是美国专门负责住院医师/专科医师培训基地考查和认证的机构。2012年底，ACGME正式启动了临床学习环境评估(clinical learning environment review，CLER)项目。CLER项目旨在评估医师培训基地的临床学习环境状况，以期实现安全、高质量的医疗服务，提高医师执业能力 [ 1 , 2 ]。现对美国CLER项目进行系统的介绍和分析，以期为我国医师培训基地建设、评估及长远运行提供参考。
