摘要

文章基于当前医疗数据全生命周期管理中面临的安全威胁与挑战,针对每一个关键环节提出了详细的安全管理策略和技术手段,综合通过加强意识培养、完善制度流程、运用技术工具等多个维度的措施,构建了一个全方位、多层次的医疗数据安全防护体系。该体系旨在确保医疗数据的安全合规与高效利用,保护患者个人隐私,增强患者对医疗系统的信任感,促进医疗事业的可持续发展。

ABSTRACT

In view of the security threats and challenges faced in the current full-life-cycle management of medical data, this article proposes detailed security management strategies and technical means for key links in the cycle. By strengthening awareness cultivation, improving institutional processes, and using technical tools, a comprehensive and multi-level medical data security protection system could be constructed. This system could contribute to ensuring the security, compliance, and efficient utilization of medical data, protecting patient privacy, enhancing patient trust in the healthcare system, and promoting the sustainable development of the health care.

随着医疗卫生行业的数字化转型加速发展,医疗数据已成为推动医疗健康事业可持续发展的核心资源。然而,伴随智慧医疗的大规模自动化收集、生成与共享开放,数据安全与隐私保护问题日益凸显,成为医疗信息化建设中亟须高度关注的议题。为此,国家相继出台了《中华人民共和国数据安全法》(以下简称《数据安全法》)和《中华人民共和国个人信息保护法》(以下简称《个人信息保护法》),明确界定了医疗卫生机构在数据安全方面的责任,旨在加快推动公立医院高质量发展。在此背景下,构建医疗数据全生命周期的安全防护体系显得尤为重要,它不仅关乎公民隐私的保护,更对医疗事业合法合规管理以及医疗服务质量的提升具有重大意义。本文深入剖析医疗数据从生成到销毁的全生命周期,直面复杂的安全需求和严峻挑战,探究高效的安全管理策略和技术手段,旨在推动医疗数据实现安全、合规与高效并重,促进医疗信息化建设的集成化、统一发展。
